Hi John,
I didn't get to all the posts yet,
and the first question to ask in terms of diagnosis is ..
Do the high beams come on when you pull the stalk back ? ( engine
off, igntion off ) ..
if it's 'the classic failure' that happens super commonly ...
which has been gone over a hundred times ...
the classic failure when you have no headlights 'at all'but the high
beams flash..
that is often a bad igntion switch.
Since yourheadlights are not stock ...
you 'should' know if you have stock wiring still, or if headlight relays
have been installed.
Check for this ..I've seen this happen..
a big wire pulled off the back of the fuse box..
on a 90 Vanagon.
Vanagons have one style of fuse box up to 85..
and another style after that.
'as usual'if a poster does not say what year vanagon they are asking
about ..
then people have to either guess..
or ask ., or the cover various possibilities.
I don't see 'year and model of van' anywhere in the original post.
I know you have a later one ..
so check for a big wire pulled off the back of the fuse box..
and say if high beams flash or not.
