I have the same situation. I drove in the rain, stopped, and the vehicle (1991 Volkswagen Vanagon GL Campmobile, 2.1 L Waterboxer engine) would not start. After sitting a while, it started. Another time, same day, I pushed and pulled on connections, and the van started, but I do not know if the playing around helped with the starting or not. This happened two times on the same very rainy day. I related this earlier. So far, to me, it seems that the problem may be poor or weak connections that get wet, and then dry out. I have not yet had time to investigate, but I intend to trace every wire from battery to starter, as well as investigate the ignition switch. Everything related to starting will be looked into, and I likely will be replacing some old wiring. Of course, I may have a weak starter relay (solenoid) as a part of the package. There may be a lot of weak points that individually do not prevent starter juice from flowing usually, but collectively do, when one or more of them is wet. The ignition switch obviously does not get wet, but if it has a crack, it may be one of the weak points.
