Hi to all,

This is a 1991 VW Vanagon camper, white.

I am baffled.  

The front heater only works on the 3rd speed, and not in the 1st and the 2nd.  
I have changed the resistor pack and I got the same result.  
I have changed the switch and got the same result.

Anyone????  Please.
