Actually for heat you need to let some outside air in. All the heated air comes from outside. Usually the foam is replaced to stop of the whistling noises when closing all the vents is attempted. If you think about things you never really don't want to stop all outside air, even when using the AC. You have to have some fresh air and O2 coming in.

I was going to replace the crumbled foam flaps in my heater box when I had it out earlier this year. Got all the parts on hand, but when I looked at the setup, it seemed to me that the ducts close pretty much well enough without new, or any, foam, so I skipped that step. It's winter now and there isn't significant enough leakage to matter. I don't think I made a mistake.
