I had the same problem when I had mine rebuild, even though the restrictor was put in the rebuilt line. The guy that rebuilt it commented on how hard it was to get the new hose on the old fittings. My theory is that the new hose had a slightly smaller ID than the old one. I bit the bullet and bought a new line, and the noise was gone the moment I started the engine.
