I appreciate the help folks.

Swapped ECU; no difference.

Battery now "100%" charged, 13 Volts. Turning and holding the key to 50 position, I finally hear a faint "clunk" from starter. My DMM connected to the battery, I saw the Voltage slowly drop as key held.

My guess is that the ! light coming on is a slight red herring. I bet there's an internal short in the starter solenoid. Maybe when key turned, this internal short to ground completes the circuit to light up the ! light?
