My horn was not working due to the contact ring being worn through to the plastic where the wheel is on center. I had an old Corrado steering wheel that donated it's contact ring to the Vanagon. I had to do some slight modification to make it work, and it only took a few minutes and was easy. Just in case you need to get inventive...
