Jeff, you are on the scene and able to interpret things from personal knowledge, so are likely aware of information not made clear in this statute, which does allow chains. Are there additional laws or rulings that specify by county or in some other way restrict usage? I have had acquaintances from Michigan relate to me of experiences when they were only able to travel with chains. Of course, you guys do get some massive snows, especially adjacent to the lakes.
