Sounds very sensible to me.

I have heard a CHP officer on the radio saying if he stops someone in a chain control area with no chains on, and they have the chains in the car .. he impounds the car on the spot. or maybe it was if they don't have chains....but he was talking like more than a ticket for sure.

for sure ....many californians live where it never snows.. like 90 % of the population...so they wouldn't naturally have any snow or ice driving experience.

heck ... doesn't everybody learn slipperydriving skills by doing donuts in an empty parking lot at the first snow ? like when they are 18 ? I thought every one did. now ..lol.. a modern car won't even let you do that !!

Higher technology = dumber drivers,. pure and simple.
