Many states have times and places where traction tires or chains are required.  The most common situation is that the state DOT, Highway Safety Department, or equivalent has the authority to designate those times and places. At those times and places, tires not approved as traction tires are illegal.  What is so hard to understand about that?  No one has said that tires other than traction tires are always illegal, or illegal in places not designated as requiring them.
