You know the ole thing Jack .. at least from me.. not much is going to change until someone actually LOOKS at the affected area.

Usually the repair process actually starts with that step.

if you've seen that area before ....it's common to see things gooked up on the spring that's part of the turn signal 'hold' mechanism ..like black fuzzthere. ( kinda 'seat belt' syndrome ....those can suffer from a fine very-hard-to-create mixture of food, gum, animal hair and so forth. Vanagons generally don't do that very badly though. )

you know me ..I'd try a little WD applied externally first . if I didn't want to take off the steering wheel ... which is very easy. pop out the round VWsymbol.. mark steering wheel location relative to steering shaft.. remove big nut with a 24 mm half inch drive socket.

you just need a less viscous version of the gook that's in there, for these cold temps. WD is good for that.
