Ralph, Rotor surface is shiny without significant grooved scoring (as best I can tell - it's pretty smooth). The outer edge is rusty. The caliper and the caliper parts (except pads) have a pretty good coating of general gunk. Brake lines were replaced recently, but I guess the inner seal you're talking about is something that might not have even been looked at when this was done.

Shocks were replaced with the brake pads and brake lines. Peter
