Eurotech by SCC.  Costco Item Nr. 358207.  Fits my 215-75/15 AT KOs.  My
whip can be fully legal in r1,r2,r3 Caltrans (California) conditions
although I am rarely stopped either by Caltrans or the weather.  Czech em
