Below is what the "Engine Builders" say regarding the topic:

John,

The occasional noisy lifter is a design issue, not a "old engine, worn out" issue. Ever since VW introduced the hydraulic lifter in for the horizontally opposed engine (1978 2.0 air cooled--same lifter), this has occurred. It is not anything at all to worry about as long as the clacking eventually goes away.

I have an experimental 2.7 running in my personal Vanagon. No corners cut, the best of absolutely EVERYTHING, including all new rocker arm assemblies and the same lifters we used in your engine: BRAND NEW, OEM VW. Still, it clacks for a while if I let it sit too long....

It is just the nature of the beast....
