I finally got in behind the dash via removing the glove box and found the operating lever for letting air in and found that the little pinch holder on the end of the lever bar was loose because the holder would not hold well. So I got a piece of cardboard to push into the holder pin so it would hold better and that fixed the air flow problem reasonably well. No more hot feet. No thanks to VW (lack of) service....
