It's a super reasonable price for a Westy with a Soobie Conversion. I have two customers that paid $ 9,.500 for 85 Westy's in Norther Californialast year.. one stock and getting a Subaru conversion .. and the other already converted with the most awful crap conversion job you could imagine .. actually ..it was so bad noone could likely imagine anything that bad. It didn't even make it home from the purchase. both of those vans were fully $ 10K down from being fully reliable . they both need their 4 speed transmissions rebuilt ( one is getting that now with a slight gearratio change ) ... Both of those vans will represent 20K when they are finally dialed on .. so for a westy ... if it's any good, 7K is low these days .. and Subaru conversions cost way more than that ..so already convereted for7K something is hyper reasonable. I suspect this one does not have power steering though ....just a hunch. PS was standard on the semi -are 84 Wolfsfburg Westy ( first appears of tachometer too ..all black face, unlike the common 85 or 86 and later tach face with greenand orange on the face too ) ..... PS was optional on other vanagon models in 84 . Lots of 84's don't have PS.

what is a 'fully' Westy though ? lol.
