Ben, it is called frost.  There is a device, called an ice scraper, that can handle it pretty quickly.  They are available anywhere car related stuff is sold in most of the country, but maybe not in coastal California.  Or, the defroster will take it off pretty quickly (well, not quickly on a Vanagon, but most modern vehicles have a pretty fast warm up).
