Bill, the tank you should be looking at is the one that is under the engine lid. It is to the left when you look down at the engine and has a pressure cap on it, blue or black in color with a hose going to it.

You want to fill that tank all the way up to the very top. That should fix the problem. If it doesn't then it could be a bad level sensor or a wiring issue. Most of the time people just don't fill that tank enough because they are looking at the other tank that is behind the license plate door and thinking that is the main tank. That is the "overflow" tank which has a nice "Max" on it but it doesn't effect the coolant level blinking light. The main expansion tank does and if it isn't full all the way to the top, the level can look good when the van isn't running, but then drop when it is. That is just the nature of the beast. Let me know if you need any more info. If your level doesn't stay at full, then you may have a leak so keep an eye on that. The blinking light may come back...
