Craig,
I will make a prediction.  This van has a trailer wiring harness
installed.  Check to see if it does and get back to me.  These are evil and
need to be treated with Holy Water, then cut out like the cancer they are.
Once removed, the evil spirits will depart and the blinkers/brake lights
will behave normally again.
