I believe that the blinker switch at the steering column is faulty. Sometimes it makes proper contact, sometimes not. But I'm no expert. If you are game to disassemble it and clean things up, make sure all contact points work, then it might work properly again. I have certainly never attempted such, though. It might be that the bulb is loose in the socket, but then I would expect the fast blink same as a bad bulb.
