You have to remove the arm completely, which means to force the pin that holds it in place out, and reassemble it.  I don't remember all the details offhand, but I know that when I did it, it was obvious what to do to get it tightened.  There may have been new parts involved, but I just cannot remember right now.  It did involve a set screw, maybe driven with an allen wrench.  The pin is hard to access, you have to press the foam aside to see it, then drive it out with a tool that will fit into the hole where the drift pin is.

I believe the archives will have information on this common phenomenon on Vanagon seat arms.
