Probably it's just clogged at the bottom of the overflow tank.. that hose nipple where the hose goes on ....junk inside there.

after removing the hose poke that spot out it with a stiff piece of wire. Should start to flow again.

if it's all gooked up , It would be good to take it completely off the van and clean it out really good .. like with hot water and dish soap. It's not that uncommon for that spot to get clogged. I think when these fine machines are as old as they are, changing the coolant every year is not too often. You never get all of the old stuff out anyway.
