Air or Coolant should be able to pass Freely&Easily through that tube ~ I would next disconnect it

from the OverflowTank to see if fluid will exit the tank through that connection port ~ if it does then I

would clean or replace the tube ~ if it does not than try to figure out what is blocking the port & get rid

of it.
