Just a quick thanks to all.
3 way crack on luggage rack repaired:

Luggage rack painted with 3 coats "Brightside". (fibre glass was
really "dry"). Not "perfect" but way better:

I kept the stock tie downs. They were in good shape, washers and
rivets still fine. 2 coats rust convertor, then Brightside.
And, between myself and the PO, a few of the rubber washers used in
mounting the luggage rack, are missing.
Bentley shows 2 per bolt at the four rear bolts. I bet a FLAPS would
have something, but my first thought was "plumbing" so that's where I
went. This "Master Plumber" toilet bolt kit 208 has washers that are
almost the same size:

I imagine a steel washer can take up any difference.
