This has been discussed at length long before now. IIRC, the small amount of volume gained made it hardly worth doing, and some vans have the heater duct traveling through this depression in the top of the tank. The leak when topping off is usually cracked plastic crossover tees or leaking grommets or sender o-ring. Just finished doing mine with a crossover pipe from Airhead parts. It's nice to finally be able to top off my tank again!
