Looks like a the end result of someone 
drilling through it. Simple repair could either involve some kind of epoxy or
using a soldering iron to plastic "weld". 
I know you can buy a package of various types if plastic rods from 
Harbor Freight or find something you
can cut a piece off for filler material.
