Looks like Nevada, or some Great Basin location. I did make it up the road to Soap Creek with my 2WD Vanagon camper. Pretty steep, rugged road, but no real problem in getting there. Forest Service or BLM campground there, don't remember which, and no one else for the 3 days we were there.
