It completely stops turning?

Seriously, if you look at the mechanism, there's nothing that would cause more problems if reset while moving. To what you're describing, I can see where all the numbers might move up or down slightly after a reset - while releasing the button, there's a time where things are turning, but the digits are still not locked in place. That's only cosmetic.

There is a peak on the reset cams (molded into the sides of the number wheels, and you might break something by pushing too hard when the wheel is in the position where the cam is at it's peak. The lubricant has dried out, and the reset pin tends to stick at the peak, instead of turning the wheel.

I think that's about when the wheel shows 5 1/2(!). Below the cam peak, the numbers decrease while being reset, above the cam peak, they increase. They set the cam peak so a wheel with a fully aligned digit isn't on the peak.

So, best is just to not reset while any digits are between numbers, and while the lowest digit isn't between 5 and 6.
