I have had exellent results with the POR15 "Marine Clean" product.  Spray on, wash off with water too.  It is water based and wash off with a hose.

I have had great luck with S100 total cycle cleaner. Spray on, spray off
with water.
Also sold at Honda dealers rebadged as Honda cycle cleaner.
