Change the air cleaner.

That's why I use fuelly.com.... Compare: http://www.fuelly.com/car/volkswagen/vanagon Note that the '91 overall avg is skewed because there's a diesel there.

Looks like you're getting what they get. Add a diesel engine to realize significant improvement.
