I thought by law they had to go to a dealer for recycling. I know when you buy tires, you pay a fee that covers the cost of proper disposal. They are not wanted in landfills because they "float" on the other garbage, and eventually break through the cap. But they make great paving material, which is where lots of the recycled ones go.
