I had an 'always on' issue when I replaced one of the two brake light switches (which was leaking through it's electrics). Despite having obtained them both from the same provider, some multimeter testing proved that they were wired differently (and I had to rewrite the connector). Your pour problem will almost certainly be with one of the two switches - disconnect each of them in turn and test. The forward-most one is a bitch to replace - lots of small spanner movements in a tight space.
