I'm sure like with anything else, what is supposed to happen and what actually happens varies widely.

I recently had 11 steel Vanagon wheels with dead tires to get rid of. I tried giving them away but no takers. I tried to find a legal place to dispose of them near me, but no luck.

In the end I paid a low end tire shop $5 per wheel to take them off my hands. $55 to let me drop them off at their shop.
