Was the luggage rack removed to replace the seal?

There should be factory putty (sealant) between the rack brackets and roof metal.

Dum-dum putty can be used here if I'm not mistaken. I used boat caulking, which should last, but dum-dum putty maybe better?

There should also be sealant at the 4 nut/bolts (along with rubber washers) holding the rear portion of luggage rack to roof.
