One thing that happens in areas prone to rusty vehicles is that the roof metal covered up by the luggage rack rusts through. Over the years debris such as small leaves etc fall through the small drain holes in the luggage rack and get trapped between the fiberglass and the metal roof underneath. This can build up to a nearly solid mass over time. It holds moisture in there and then rust is inevitable. Eventually the roof rusts through. Then water that goes down the drain holes in the fiberglass can drip right into the headliner area.
