I am sorry to cut into this conversation, but I have a luggage rack problem also, I think. I think it is the drainage issue. Lola will sit for longer intervals, and it rains alot here, so when I finally take off, and turn, there is water pouring down  the side. I am in the van, so I do not know where it is coming from exactly. If I turn out of the drive way to the right, the water pours down by the driver's window (left side). and I pull out and turn left, water comes down the right side passenger window. All outside, so I have not seen signs of water ingress into the van. 
 
Where is the drainage supposed to come out? Any other idea?

One thing that happens in areas prone to rusty vehicles is that the roof
metal covered up by the luggage rack rusts through. Over the years
debris such as small leaves etc fall through the small drain holes in
the luggage rack and get trapped between the fiberglass and the metal
roof underneath. This can build up to a nearly solid mass over time. It
holds moisture in there and then rust is inevitable. Eventually the roof
rusts through. Then water that goes down the drain holes in the
fiberglass can drip right into the headliner area.
