I have seen at least 2 Dokas with a 'ZZZ' dash VIN plate. Both were ex-municipal government vehicles from the EU. That's not saying they were not "relocated" by the importer. In both cases, the plates appeared the correct type and engraving/etching system as used on Vanagon's. Plus rivets looked correct as well. No door sticker in either.
