My recently imported 1990 syncro doka has the dash plate w/ ZZZ code. It also has the VIN on the other locations you mentioned. The VIN did not compute w/ the Maine DMV, & so the woman simply went out & verified the VIN on the doka in the parking lot. They also did not require a title as the vehicle was made before 1995, even tho I had one.
