Not in a Vanagon, and not in many years.  When I was a kid, my father had  a cylindrical device that was louvered on top, a trough on bottom.  It had a snout that fit through a car window, and the cylinder itself projected into the wind.  There was water in the trough.  When driving, it blew cooler air into the car.  My brother added ice, and it was a bit cooler until the ice melted and the water warmed up.  Then we were back to humid, tepid air.  But it beat 115 F, which was a typical daily high in our part of Trans Pecos Texas.
