J Rogers is right .. treat the metal first. 'rust converter' ... in either spray or brush-on . Get some at the hardware store ..'converts rust to primered metal'..

then what I like to do is spray paint with Zero Rust Paint.. the absolute best spray paint in a can I have ever found.

it can be the treatment coat, or the primer, or the final finish. Awesome stuff. Goes on thin, likes several coats.

of course ..if you are seeing the bottom of your fuel tank that needs attention .. imagine what the top might look like ! I've seen some severely rusted 2WD vanagon fuel tanks, on the top, and inside.
