Jon,
Anything is possible with enough time and money.  However as just a quick
and simple modification, I would say no.  I can get you a brand new OE VW
fuse panel to replace your old one for $67.  If you are having problems
with your old panel that would be the easiest, simplest way to go.  Here is
the part number for the 80-85 Vanagon fuse panel 111937505M.

In order to install the newer version you would have to not only have a new
version of the fuse panel, but also all of the gang plugs that attach to
the back side and then figure out a new wiring scheme, cut and splice the
gang plugs into the original wiring, and then depending on how good of a
job you do with the wiring conversion, and the splicing, the new setup
would be slightly better.  Believe me the newer style panels get old and
can have problems melting fuses, etc. as they age.  A new panel will get
rid of all of the resistance that has built up in the old panel and start
off with a clean slate.
