That would seem to be a leftover in the manual from the air-cooled design, where the brake warning light was tied to the oil pressure light as a bulb check. In the waterboxers they tied it to the engine starting circuit instead.

My '89 manual *still* gives totally wrong spec for taillight bulbs, unchanged from the '84 manual.
