Got it fixed!

Somehow my sister had gotten blocked in gmail.  No idea why.  Contrary to
the instructions on the gmail help pages online, this cannot be undone from
the list of options within gmail chat - however it can be undone if you go
to contacts.  There it shows that the person is blocked, and if you click
on blocked, it gives you the option to unblock.

Whew!  Back to endless gossip with my sister about our aging mother...
