For the USA, a permanently-mounted storage tank is covered by ASME. The
Westy propane tank qualifies for this classification automatically by
its mounting/ plumbing arrangement.
A portable cylinder is covered by DOT in regards to transportation over
the roads. I guess the portability of it subjects it to physical
damage, requiring inspection and pressure testing every 6 years. This
date is must be stamped in or otherwise permanently affixed to the neck
of the cylinder. This includes any pressurized vessel, except for
one-time-use, disposable cylinders that must be marked "Do not refill"
and/or "not for transportation over highways". This includes fire
extinguishers and the small green non-refillable propane bottles.
