the seam rust on those particular areas can be a problem. At least 3 panels join in that area and the rust can be between the joints, The rust also could be spreading under the wheel well undercoating, along the seam adjacent to the seat belt anchor. Of course anything is fixable, but in my opinion that area is more difficult to fix compared to seam rust between two side panels. alistair
