I saw this on a custom car.  It made me think of some of the problems
and solutions Vanagon owners have encountered in the variety of
engine swaps.  Yes, that's the steering column passing through the
middle of the "special" exhaust pipe.  You can see the exhaust
manifold in the upper left.  The special pipe is very close to both
the starter and the frame.
