My answers interspersed with your questions below:

If this happens when the steering wheel is under load, like turned sharply, release pressure against the load moving the wheel in the opposite direction. That's not a fault but rather a characteristic of the system.

Very you go that drastic route, make sure the lock is defective and not just being operated incorrectly or lacking lubrication. If it's the lock cylinder causing the problem, it's more likely a worn key rather than a worn cylinder or wafers. Get a key cut from code.

I use www.Steveslockshoppe.com. He's a well respected listmember and vendor. If you don't know your code, take out the exterior door handle and look for stamped 4-digit code on one of the two levers (looks like a fork). Assuming your van has never been rekeyed that should work on all your locks.

Worry about the steering lock after you've figured out if it's the cylinder or not.

Yes. You can also do this yourself by removing the wafers and transferring them to the new cylinder.
