Not sure of the meaning, as there may be an internal contradiction.  My vehicle, a U.S. model 1991 Volkswagen Vanagon GL Campmobile, did not come with daytime running lights.  I will be traveling in Canada in the future.  Am I required to display running lights?  Eric says "no," since it did not come with them as original equipment.  Then he says "yes," since the vehicle was made after January 1, 1990.  mcneely
