Though the vehicle does not live in Texas, that assembly would work great as a "bump gate" bumper. For those who don't know, a bump gate is a gate that is too heavy for sheep or goats to walk through, but that can be driven through with a vehicle (with a proper bumper for doing so). The gate has counterweight and spring loading so that the vehicle has time to clear the gate before it recloses. They are installed on ranches so that the driver does not have to stop, get out and open the gate, drive through, stop, get out and close the gate, and drive on. Sheep and goats can walk over cattle guards. Hence, the bump gate.

I'd sure remove that monstrosity on the front immediately.
