TPS was my first thought. I'd have to look at my Digifant pro manual, but IIRC, there is an electrical connection between the TPS and ISV module (in front of pass. side tail light). There's also input from the AC compressor to the ISV module IIRC but I agree with the TPS likely being the culprit.

And if I'm thinking of the same part you are Casey.....

I know that the ISV on my Jetta swap engine can be cleaned with throttle body cleaner and the like. It appears to me that the 2.1 ISV is a similar beast. Maybe it can be cleaned? Not it is the issue though.
